The meeting covers all areas of gravity, classical and quantum, including astrophysics, cosmology, mathematical general relativity, gravitational-wave data analysis and instrumentation. It is intended to bring together the entire gravitational research community to further collaboration and allow young researchers to showcase their work. We hope that all interested graduate students and post-docs will be able to give talks; there shall be talks by others if time allows. There is a prize for the best student talk sponsored by Classical and Quantum Gravity. There is no conference fee, but participants are responsible for their own accommodation, meals and travel. Since the first meeting in 1998 (held at Caltech's Capra ranch near San Diego), Capra meetings have been bringing together relativists interested in the problem of radiation reaction in general relativity and its application to extreme-mass-ratio inspirals (EMRIs) as one of the best places to test general relativity using direct detection of gravitational waves. The meetings are focused on an important open problem in general relativity, which is getting more and more relevant by the exciting prospect of directly observing gravitational waves in near future. In addition to the discussion about the technical details in the computation of gravitational radiation reaction, this year we would like to discuss more about the connection between the radiation reaction problem and gravitational wave observations. Advanced ground detectors such as advLIGO, advVirgo and KAGRA are going to be on-line in near future. LISA pathfinder is going to be launched in 2015. The space mission DECIGO, which has better sensitivity at the frequency band in the middle of those of the ground detectors and the eLISA, was proposed in Japan. Therefore, it is very timely to have an extensive discussion on this issue. The 18th Capra meeting will last for 4 days. The meeting will composed of a few invited review talks, short contributed presentations, and open discussion sessions. Warm Dark Matter Cosmology (LWDM) gives the same successfull large scale results and CMB results than Cold Dark Matter (LCDM) and succesfully agrees with the observations at the galactic and small scales. A Turning Point operated recently in the Dark Matter research: Warm Dark Matter (WDM) emerged impressively over Cold Dark Matter (CDM) as the leading Dark Matter candidate. Astronomical evidence that Cold Dark Matter (LambdaCDM) and its proposed tailored baryonic cures do not work at small scales is staggering. This workshop addresses the last developpements in WDM, including its distribution function and equation of state, the quantum mechanical framework to galaxy structure reproducing in particular the observed galaxy cores and their sizes and the dwarf galaxies. This workshop puts together astrophysical, cosmological, particle and nuclear WDM, astronomical observations, theory and WDM analytical and numerical frameworks which reproduce the observations. The Workshop addresses as well the theorical and experimental search for the leading WDM particle candidate: keV sterile neutrinos. Registration is Open. Early registration is strongly encouradged. This division, led by Prof. Bruce Allen, consists of more than 20 scientists along with a number of highly-qualified scientific programmers and sysadmins. Our current focus is the hunt for gravitational waves in data from the most sensitive ground-based interferometric detectors. This includes searches for long-lived signals from rapidly-rotating neutron stars, transient signals from the inspiral and coalescence of binary neutron stars and/or black holes, and unmodelled burst signals. Scientists who participate in the Divisions membership in the LIGO Scientific Collaboration will have full access to data from the LIGO, Virgo and GEO600 detectors. Advances in detector technology make us optimistic that these searches will yield the first detections in the coming 3-5 years, about one century after Einstein predicted the existence of gravitational waves. Scientists in the division also search for electromagnetic emissions from neutron stars and have discovered many new radio and gamma-ray pulsars. The group operates the ATLAS computing cluster. With 13000+ CPU cores and 1000+ GPUs, ATLAS is the world's largest and most powerful computing resource dedicated to gravitational-wave searches and data analysis. The division also helps to operate Einstein@Home, a volunteer distributed computing project which uses computing power donated by the general public to search for gravitational waves and electromagnetic emission from neutron stars. A new procedure for abstract submission has been adopted: when submitting an abstract, it is required also to upload a PDF file with a short summary of the contribution (2 pages for posters, 4 pages for oral contributions, 10 pages for plenary talks) including a complete reference list. The main reason for this new policy is twofold. First, in this way the chairpersons will have more information to evaluate and submit to referee each contribution for acceptance as well as to allocate the appropriate time slots. Second, when the program will be finalized, before the meeting, all the summaries of the accepted contributions (possibly updated, upon chairperson decisions) will be made available to all participants via the conference web page and, after the meeting, they will be published in the MG14 Proceedings Volumes.
